No need to worry, this could be due to many reasons. Each friendcode includes their forum username so all you must do is message them on the forums and talk with them! I suggest that if they do not add you back within a few weeks to remove them from your friendcode list.

How many people can I add on my 3DS?
The maximum amount of people you can add to your 3DS is 100, after that you will need to delete people if you want to add anymore. It is recommend that you occasionally clean out your list of people that you do not remember, want to have on your list anymore, or just people you added for a short time but forgot to remove.
