Item-manipulating moves CAN work on humans - but there are a few rules to doing so. The full list of moves is here: https://bulbapedia.bulbagarden.net/wiki ... ting_moves

Rules
1) The Pokemon needs to be ordered to use the move on the specific person and item.
2) The Pokemon can only do one item at a time, and the move won't work if the Pokemon is already holding an item (with the exceptions of Trick/Switcheroo, see below).
3) The item needs to be visible. Nothing in pockets, and it must be line of sight.
4) The item cannot be well-secured. Items poorly secured either in-hand or visible on the body is fine, nothing tighter than that.
5) If the move does damage, you cannot sneakily use it to manipulate a person or item. They will feel the impact, and are likely to get hurt from it.

For specifics on some moves (Not all are included as they would not affect humans at all, or can fall under the general rules above):

Bestow gently tosses the item the Pokemon is holding at the specified trainer where as Fling throws it with force and can hurt a person.
Embargo works for the whole battlefield, and will render Held Items and Bag Items useless for five turns
Trick/Switcheroo will work ONLY if the Pokemon is holding an item. However it still follows Rule 2 in that it can only do one item at a time.
Teatime gives you the sudden urge to eat a Pokemon berry if you have one on your person. If you don't, nothing happens.
