Toro Lottery

I am wondering if you guys think its a good idea to start a lottery in toro it could be a 25/75 format
so this is what i was thinking
1 ticket= 200 poke$
5 tickets= 800 poke$
10 tickets=1500 poke$
the winner get the 75% then the host gets the 25%
we would have a topic that says all the people that have entered and how many tickets they have then on friday we would draw a name from the site http://www.shodor.org/interactivate/act ... leSpinner/

And how would you roll the numbers? How would it work? You need more information to present something like a lottery.
