Toro Regional Elections Procedures Guide

Hi Everybody! Hi Doctor Floop...
It’s me your resident chemist, and almost poli sci major, and I’m here to talk to you about a little thing we like to call elections. While elections are an IC thing, because of the nature of RP, a lot of OOC work goes into making sure everything runs smoothly. This guide is just a little something I’m writing up with the help of the rest of the elections team to make sure everyone has an easy and fun time during the elections. Of course should any issues arise we will work around them, this is the current format we will follow but it is all subject to change.

Candidate Registration: How you can learn to be blamed for absolutely everything!

So in Toro when a candidate chooses to run for office, their player has to let everyone know that by registering them on the forums. Registration usually begins on a Saturday, or a Sunday, and will end the Friday of that week. Registration occurs two weeks before the official vote tally occurs. There is no campaigning the week of registration, that way everyone has an even, and fair chance to get posters, speeches, platforms ready.


Campaigning: How to lose friends and alienate people.

So you’ve registered yourself as a candidate. Now what? Well congratulations, the easy part is over! After you’ve signed up on the forums, you might want to start making posters to get the word out ICly that you’re running for office. These posters will cost 750pix for a pack of 10, and are uploaded as maps like any other custom ‘paintings’. Once registration is closed, and your posters have been uploaded and paid for, any build team member will help you put them up. By speaking to the GM’s, either on the server or through Skype, your character can also get a radio interview, or broadcast ads sent out server wide.


Debates: Like a duel, except not at all.

That’s it, you’re in the big leagues now. Your poster is looking fabulous, and you’ve got a killer radio ad playing so often that people can’t help but remember you. Now all you need to do is show off your platform. This is where the debate round of the elections is crucial, as you’ll be able to answer questions submitted by citizens all over Toro, to let them know exactly how you think, and why they should vote for you. Debates will be held over the forums, because that’s the easiest way to handle any scheduling issues. When a candidate registers they are sent the standard set of questions, a mix of pre-written and player-submitted questions. The candidates have one week to answer these questions in a google doc, due the next sunday after registration. The individual responses are then all collected by the GM’s, and put into one master google doc. After the master document is compiled, the candidates have until Tuesday night to make any revisions, and to write rebuttals and responses to each-other’s answers. The post will then go up Wednesday morning, and people may ask the candidates questions in the forums until voting ends.


Voting: How everyone can be collectively wrong.

Voting has been discussed previously in another post, but I’ll explain here for clarity’s sake. Polls will open the Friday campaign week and close that sunday, once you’ve voted you can’t change your mind. Each character above 16 years of age, who is also the primary active character of their account, whose account has been active at least once day the campaign week. If you’d like to wave this for any reason, talk to a GM before ballots close, and if you can’t find one I’ll talk to them for you. The only caveat is this must be done before friday. If 2 or more candidates tie, there will be a runoff election that lasts till tuesday after campaign week. The only people who may vote in a run off, are those who voted for a losing candidate for that position, or those who did not vote. In order to ensure there are no issues with the runoff election, 3 separate people will count the ballot, including a non-staffer if applicable.
